In Ebon, an African state torn by civil war, mercenaries serving a breakaway regime hold Mogul's oilfield. Dudley FitzGibbon kidnaps Willy Izard and takes him to Mogul's refinery on the coast, where Commandant Tyler intends to sell oil for cash to pirate tankers. In London, Peter Thornton tracks down FitzGibbon's fiancée Jane Webb, once Brian Stead's secretary, and persuades her to help secure Izard's release.
