On a routine trip to the Middle East, Alec Stewart is kidnapped and taken into the desert to meet a man who claims to speak for plotters against Nasser. He wants to know whether Mogul would return to Egypt, years after its oilfields were nationalised, if they seize power. Against Brian Stead's wishes, Stewart goes to Egypt to look into it, with Sally Andrews, daughter of a former Mogul man, as his guide.
