Someone is trying to charter 400,000 tons of tankers for Dibouti, and Brian Stead, fearing a civil war that could endanger Mogul's storage at Maradi, wants to know who. Foreign Office man Dowding recruits Peter Thornton to pose as a rival buyer in Paris. The trail leads through the gangster Grimaud to Considine, head of the Swiss arms firm Eurarmco, and the deception grows steadily more dangerous.
